If you want to change the names of your cat or of one of your kittens, yes! Elli can do it for you.
If you want to change someone else's name, then the answer is yes and no. Yes, you can change their names through mods, but not in a way that lets you change them in-game. You have to pick a name and hard-code that into the mod.
