In which mines, and on which floors do the players find gold, and all the gemstones?

It varies between the mines. In the easier mines (Canyon and Prairie), you won't find the more valuable gems (sapphire, emerald, ruby, and diamond) until you're maybe near the halfway point (sapphires and topazes will be a bit sooner than that because they're on the lower end of what they're worth). However, the Island Mine is harder and you'll find gems before getting too deep into it.
I can't really give exact numbers because it's randomly generated. I believe that the chances of finding certain gems increase the deeper you go into the mines, but I can't be too sure on how it works exactly.

I have gone to the Island mine, and found topaz on the first level.

By level 100 in the island mine, you should be seeing THE BEST gems around.

You get diamonds at the bottom of each mine, and an accessory.
