my questions about the temple fetch quests AKA main story

1. Does all those fetch quests have to be completed within the first in-game year?

2. Are there any time limits or deadlines for those quests?

3. Is there any one colony is the one within reach of every item that the temple pillars ask for? (Do colony locations matter?)

Questions 1 and 2:
No. The quest isn't forced on you, so you can choose to do it or not do it. You can also do it in your own time.

Question 3:
There are some pillars where you'll have to visit the other colonies anyway, specifically for the red, green, and blue jewels. So, regardless of the colony you're playing in, you'll still have to visit the other two to complete the quest. The items you'll need don't change either. It's always the same.

Question 4:
By payers, I assume that you mean players. My answer to this is that there's no right or wrong way to finish it. You have to finish the purple jewel first, but beyond that, you can do it in any order you want. Some people might prefer to get the remaining jewels after collecting all the items needed for each one, while others might get the jewels as they go. Whichever way you do it doesn't matter.
