I have all 4 stars for scout meaning I'm at red But whenever I purpose scout says woah woah let take this one step at a time? Do I need to buy the Nursey first before scout will say yes? or is there something wrong with my game?

You mean 5 stars? Try waiting a day if you just reached red this day, might update overnight.

Also, adding to Aaiknn's response, you have to get them to accept the red rose before they will accept the shiny trinket.
