I know a few cats give them as gifts. Delta and Leo have given them to me. I'm pretty certain that there are more, though I forget who they are at the moment. One of my cats has a ton of spare banded darters from receiving them as gifts.

Go to the autumn festival and spam hunt for dragonflies because time doesn't pass there. You'll find one eventually!

I mostly find them in swamps, and only a few in the highlands.

I find banded darters in a lot of areas. Mostly in the areas in-between the mountain and mystic colonies. It seems that for me when I catch one, there's always more than where that came from.
