I am wondering, where do I have the most chance of finding a catfish? I found them even rarer than Bluejays...

I only managed to catch a catfish one time. I was playing the game on easy mode, and I just happened to find one while wandering around. I wasn't very far south of the Mountain Domain.
You can also buy one at the summer festival if you're needing one for the quest.

You can find catfishes in freshwater. (non-ocean water)

I've heard people say that they found catfish down in the Mystic areas. I haven't personally, though. It's always been closer to the Mountain Domain.
