The fur color I want seems to be in Delta's shop (Blue Turquoise) but the cat I was thinking about romancing is in the Mystic Colony... Which is easier? Romancing a cat from another colony, or getting access to another colony's shop?

It's probably quicker to get the pelt from Delta's shop.
If you think about it, the process for romancing a cat from Mystic colony would be longer because you have to get 25% reputation with them before they will even let you in. Then, you have to start developing a friendship with the cat you want to romance. You'd have to give the rose once they were at 5 stars, then get 300 mews to purchase the shiny trinket. You'll have to have a red heart with them before they accept it.
To get a pelt from Delta's shop, you would only have to have 50% reputation with the Mountain Domain. That wouldn't take nearly as long as romancing someone from Mystic because if you use the right items and give 3 a day, you can get up to 50% pretty quickly. Of course, you would also have to have enough mews to buy the pelt but that shouldn't take too long either.
