You must first be shown the red rose by Coco (done around Autumn 5 Year 1) and also have Coco explain the concept of the Shiny Trinket (varies?). Even though you (the player) know about it, you must be told in-game about it but once you're told, it will immediately be available from Ember/Delta/Savannah for 300 mews.
