Does anyone know Oracle's schedule? Because he's been missing for a season and a half and I want to know if he's actually gone or he just goes somewhere.

Oracle usually hangs out by any of the 3 entrances to the Mystic Colony home base. Oracle also sometimes hangs around his den in the upper-left corner of town.
It's important to note also that Oracle is a late sleeper and doesn't get up til around 10am, if I remember right.
