Before I settle my custom colony in a rumbling stones area, I want to ask in those highway streets are safe for any cats to play about there. Seeing a random car hit a cat into roadkill would be nightmare fuel for me.

No, there are no cars in Cattails. If you follow the road you'll notice that both ends of the road are blocked off. Your kitties will be safe  |

Are the entire in-game land areas some kind of nature preserve? Is that why the streets have been blocked off, and why the human's cottage north of Forest Colony is abandoned?

I mean, in-game there's never any reason given. But the whole land is safe in that regard; you'll never find any predators or humans or anything. So it's possible!
