From time to time, I see npc cats from my colony just ambling about. When I spoke to any one of them, I notice that they don't have a face portrait. Could players befriend them with gifts, or marry them?

No. They aren't really "characters", exactly. They are just NPCs that are mostly there to participate in battles. You can't give them anything and most of them disappear forever after a day or a few hours in-game.
