How has the human's car gotten in?

I remember the game's intro scene showing the human mother driving a car to drop the player's cat avatar off in the wilderness. After patrolling the area, I noticed that the roads have traffic cones, boxes, and other blockage objects set up to block the abandoned roads from human driving into the area. 

 So, how exactly did the human mother manage to drive her car in and out?

Perhaps she put the blocks AFTER she dropped the cat off. So maybe she wanted the cat to stay in the wilderness, and put the blockage there so other humans wouldn't get the cat.
